General Guidelines
Whenever possible, lots should be flat around the edges so they can be placed easily in peoples' games, without requiring a specific location in a specific world.
If the lot edges need to be uneven for the design of the lot, there should be a good reason for it (like a beach or a house built into a hillside), since unlevel lots can distort the neighbourhood terrain if put in an area which doesn't match their slope. If you do this make sure to tell people that the lot isn't flat, so they can be prepared and figure out a good place to put the lot in their game. It's even more helpful if you can tell people the exact hood/world and location that you built the lot, so they can match it in their game.
